William M. Altman, J.D., M.A.

William M. Altman, J.D., M.A. serves as a consultant and Senior Advisor to numerous health, aging, and post-acute care organizations, including the Louisville Healthcare CEO Council where he is leading the group’s initiative to drive innovations in aging care and policy. Mr. Altman is also an external advisor to Bain and Company’s consulting group. For the last two years, he was a consultant and senior advisor to the Mayor of Louisville where he helped build and implement the City’s COVID response by facilitating public/private partnerships to bring testing and vaccines to the community.

During his 23-year years at Kindred, Mr. Altman served as Executive Vice President, Chief Strategy Officer and Chief of Staff to the CEO. He also oversaw Kindred’s federal and state policy initiatives. Mr. Altman served on Kindred’s Executive Committee and spear-headed development of the company’s enterprise strategy to position the company for hospital partnerships and value-based payment.

He developed an expertise in payment and delivery systems across the full post-acute spectrum, including Long Term Acute Care, Inpatient and Outpatient Rehab, Skilled Nursing, Home Care and Hospice/end of life care. Mr. Altman also advised the Board and oversaw development of the Company’s compliance, risk management, and Sarbanes-Oxley programs. Prior to joining Kindred, Mr. Altman served in a variety of capacities in the public and private sectors in the Agency for Healthcare Research and Quality in the U.S. Department of Health and Human Services, health care consulting, and law firms specializing in healthcare issues.

Mr. Altman has been actively involved in health care policy. He has served on the Boards of several provider associations, testified before Congress, and helped design through legislation and regulation payment and quality regulation systems. He is past President of the Acute Long Term Hospital Association (ALTHA), and previously served on the American Hospital Association’s President’s Council on Post-Acute Care and the Board of the Federation of American Hospitals. He also served for 10 years as the Chair of the Louisville Metro Board of Health. Mr. Altman was a delegate to the 2008 White House Conference on Aging and in 1981 was recipient of the Thomas J. Watson fellowship to conduct a study on health and aging policy in Sweden, Denmark and Norway. In addition to a law degree, he holds a master’s degree in policy from the Humphrey School of Public Affairs, both from the University of Minnesota.

Mr. Altman also serves as an independent Director on Healthcare Company boards, including WellSky, Inc. a Health I-T company owned by TransPacific Group LLC (TPG) and Leonard Green, and Florida Community Care, Inc. a provider-sponsored health plan serving Medicaid long term care and dually eligible populations statewide in Florida.
